Carmen Noyola spent time in California’s foster care and juvenile justice systems. She earned her MUP from the USC Sol Price School of Public Policy in 2020 and now works as a Land Use Specialist & Acquisitions Analyst for Linc Housing Corporation. In addition to her position at Linc, she consults on youth program development and collaborates on research projects.
